EUROHERVEX

In August 2019 was created new international organization – European Federation of Vexillologists and Herladiststs – EUROHERVEX.  We invite you cordially to join the Federation.

It is the first and only organization grouping both, heraldists and vexillologists with the aim to intensify their cooperation and exchange of information and publications. It is also an organization to which may belong associations and individual heraldists and vexillologists. Many of our members are people from countries where does not exist such association. As of 14 September 2019 we have members from Belarus, Czechia, Germany, Macedonia, Poland, Romania, Slovakia and Ukraine.

Since participation in the international congresses organized by FIAV is very expensive, the Eurohervex will be organizing such congresses only in those countries of the Central and Eastern Europe, where the costs of congress fees and of lodging will be lower than a half of price in London, San Antonio or Peking.

The Eurohervex will be publishing (starting in January 2020) a quarterly.in several languages with an English summary. We invite you to publish your articles in this bulletin.

CONSTITUTION  OF THE EUROPEAN FEDERATION OF VEXILLOLOGISTS AND HERALDISTS

 

  1. NAME AND PURPOSES

1   The name of the organization is European Federation of Vexillologists and Heraldists, in shorter form Eurohervex.

2. Eurohervex unites European vexillological and heraldic associations as well as inidual vexillologists and heraldists.

3. The main goals of the Eurohervex are as follows:

  1. to integrate vexillologists and heraldists
  2. to intensify cooperation and exchange of information and publications between vexillologists and heraldists from Central-and Eastern Europe with those from the West.
  3. to promote our fields of studies to the public.
  4.    to organize International Congresses of the Eurohervex (ICE).
  5.   to create an European Centre of Vexillology and Heraldry, where will be gathered archives and libraries of our members and other vexillologists and        heraldists.
  6. to publish a quarterly with articles and notes in several languages accompanied with English summaries.

II         HEADQUARTERS

  1. The administrative headquarters of the Eurohervex are located in the residences of the President and Secretary General of the Eurohervex.

III       MEMBERSHIP

  1. Membership in the Eurohervex is open to any association, institution or individual in Europe having as a substantial purpose the scientific study of vexillology and heraldry, as well as to heraldic artists, flags and arms collectors or flag manufacturers
  2. Members must agree with the Eurohervex Constitution, adhere to the democratic principles, and avoid public statements on polititical or religious matters. Discussions, articles and papers should be essential, with the full freedom of speech disregarding so called political correctness.
  3. The processing of membership applications and final decisions are the sole responsibility of the Board..
  4. Each Member regulates its own affairs in complete freedom, limited only by this Constitution and the laws in effect in the territory where it functions.
  5. A Member may voluntarily resign by writing to the President. The resignation is effective on the date of its receipt.

IV        TITLES

  1. Each member active on the field of heraldry/vexillology (publications, presentations, articles) for more than 25 years has a title of the Master of the Federation – MF.
  2. Each member active on the field of heraldry/vexillology (publications,presentations, articles) for more than 50 years has a title of the Grand Master of the Federation – GMF.

V         EUROHERVEX SECTIONS         

12. To enable closer cooperation of members on particular fields of vexillology and heraldry Eurohervex established the following sections of interest:

  1.                 a. Countries and territories
  2.                 b. Nations and ethnic groups
  3.                 c. Monarchs, Presidents and Ministers
  4.                 d. International Organizations
  5.                 e. Armed Forces (Army, Navy,                                       Marine Corps, Air Force, Special Forces)
  6.                  f. Flags at sea
  7.                  g. Cities, municipalities
  8.                  h. Universities and schools, institutions
  9.                   i. Churches and clergy
  10.                   j. Associations, political parties, labour         l                         movements
  11.                  k. Liberation forces, rebels
  12.                   l. Vexilloids and history of flags
  13.                   m. Signs and symbols
  14.                    n.Nobility and other personal

13. Separate sections may be formed by heraldic artists, collectors, and flag manufacturers.

  1. Each Member belongs to one section. This does not exclude his cooperation with  other sections.

 

VI        THE GENERAL ASSEMBLY       

  1. The General Assembly is composed of the Officers (members of the Board) and delegates nominated by the associations, institutions and members of the Eurohervex sections.
  2. The General Assembly holds a session every two years during each ICE. The official language is English.
  1. The prerogatives of the General Assembly are as follows:
    1. a. elects members of the Board.
    2. b. examines activities of the Board.
    3. c. decides on the sites of next ICE.
    4. d. decides on other issues presented by the Board or delegates.
  2. There is no limit of delegates to constitute a quorum.
  3. Valid decisions are undertaken by simple majority of votes.
  4. A motion from the floor may be discussed only when at least one delegate will second it.
  5. Only Officers, GMF, MF, and delegates present at the session of the General Assembly have right to vote.
  6. GMF, associations and institutions have two votes. Officers and MF have onevote. Delegates from the sections have one vote for each 5 Members of the        section. A cumulation of votes is forbidden. For example MF may not add votes for his association, institution or as delegate of the section.

VII      THE BOARD

  1. The executive organ of the Eurohervex is the Board, composed of five Officers:the President, the Secretary General, the Treasurer, the Computer Scientist, and       the Librarian.
  2. The President supervises the activities of two other Officers and of Eurohervex members, the Secretary-General manages the Permanent Secretariat and the Permanent Secretariat of the ICE. The Treasurer strives for sponsors, subventions and grants, and manages finances of the Eurohervex, the Computer  Scientist  creates and manages Internet site of the Eurohervex, The Librarian gathers information on all kind of vexillological and heraldic publications.
  3. The Board is considered to be in continuous session, conducted by correspondence.
  4. The Officers serve a term that commences after the final adjournment of the session of the General Assembly at which they are elected and ends at the final      adjournment of the next session.
  5. Prerogatives of the Board:
    1. a. management of the current affairs of Eurohervex,
    2. b. issuance of directives which it considers necessary to the success of the activities of Eurohervex, including the International Congresses of Eurohervex,
    3.  c. establishment or dissolution of such Sections as it deems necessary,
    4. d. convening of sessions of the General Assembly pursuant to articles 12 and 13c,
    5. e. representing Eurohervex in its relations with other national and international institutions;
    6. f. management of membership procedures pursuant to article 7.

VIII     SYMBOLS

  1. The flag:

Red field with white letter V (vexillology) between yellow heraldic shield and two yellow stars.

 Symbolism: V for vexillologists, shield for heraldists, stars representing the West and East of Europe.
